Does your budget only run to getting an old 100MHz PC with a reasonable amount of RAM, a good sized hard drive and a low priced internal (PCI 56K/V90) modem, Windows '95 and a connection via 'free' ISP?  Do you have no money over for application software (which you can use with a clear conscience)?  Then to produce your web pages - read on!

Starting as a  novice, with system as described above, I have noticed all sorts of offers for 'free' software to solve all my web page production needs.  I can't say I have found one to date that comes near the promised utopian software, at a price that I can afford, FREE!

There are some products that do what they say on their offers, and at the right price, providing you are prepared to compromise on being some distance from the 'cutting edge' .

The shortcomings are - The SE version does not do GIF's, otherwise it has all the capabilities of PSP v4x.

  IrfanView:
The GIF shortcoming (with psp4.15se) can be overcome with IrfanView, a 32 bit graphics viewer and conversion utility.
